Turkish foreign minister urges Kurds not to be obstacle to Syria’s stability

Visiting Turkish Foreign Minister Hakan Fidan on Monday urged Kurdish-led forces to integrate into Syria’s army and not obstruct the country’s stability, as the deadline for implementing a deal between Damascus and the Kurds approaches.Turkey and Syria have developed close ties since the toppling of longtime ruler Bashar al-Assad late last year and Ankara, a key supporter of the new authorities, sees the presence of Kurdish forces on its border with Syria as a security threat.Fidan, Turkish Defence Minister Yasar Guler and intelligence chief Ibrahim Kalin met with Syrian President Ahmed al-Sharaa, a presidency statement said.The visit aimed to address issues including progress on implementing a March 10 agreement between Damascus and the US-backed, Kurdish-led Syrian Democratic Forces (SDF), Turkey had said.Under the deal, the Kurds’ civil and military institutions should be integrated into the central government by year end.But differences between the sides have held up the deal’s implementation despite international pressure, particularly from Washington.”It is important that the SDF be integrated into the Syrian administration through dialogue and reconciliation, in a transparent manner, and that it no longer acts as an obstacle to Syria’s territorial integrity and long-term stability,” Fidan told a press conference with his Syrian counterpart Asaad al-Shaibani.Shaibani said Damascus had received a response from the SDF regarding a draft Syrian defence ministry proposal on integrating the Kurdish-led forces into the army.”Work is currently underway to study this response and how it responds to the national interest in achieving the integration and achieving a single unified Syrian territory,” Shaibani told Monday’s press conference.Last week, a Kurdish official told AFP on condition of anonymity that Damascus’s proposal included splitting the Kurdish-led forces into three divisions and a number of brigades, including one for women.The forces would be deployed under Kurdish commanders in areas of northeast Syria currently under SDF control, the official said.- Israel -It was the first time Damascus had submitted a written proposal to the SDF since the March agreement was signed, the official added, noting “international and regional efforts” to finalise the agreement by the end of the year.Last week, Fidan warned the SDF — which controls vast swathes of Syria’s oil-rich northeast —  that patience among key actors was “running out” and advised against further delays to integrate its forces. Turkey shares a 900-kilometre (550-mile) border with Syria, and has launched successive offensives to push the SDF from its frontier.On Monday, Fidan said the sides also discussed regional security, noting “Syria’s stability means Turkey’s stability”.He also expressed hope that talks between Syria and neighbouring Israel, which has carried out bombings and incursions in Syria since Assad’s fall, would “reach a conclusion”.”For the stability of the region and for Syria’s stability, progress in this regard is important,” Fidan said, urging Israel to adopt “an approach based on mutual consent and understanding” rather than “pursuing an expansionist policy”.Shaibani said the talks also addressed “security issues linked to combating terrorism and preventing” a resurgence of the Islamic State jihadist group (IS) in Syria.Last week, US forces said they struck dozens of IS targets in Syria following a deadly December 13 attack on American personnel in central Syria’s Palmyra. With support from the coalition, the SDF spearheaded the offensive that led to IS’s territorial defeat in Syria in 2019, but the jihadists still maintain a presence, particularly in the country’s vast desert.Syria recently joined the international coalition against IS.burs-lar/lg/jsa

Sri Lanka cyclone caused $4.1 bn damage: World Bank

Cyclone Ditwah, which struck Sri Lanka last month, caused an estimated $4.1 billion in direct physical damage to buildings, agriculture and critical infrastructure, according to a World Bank report released Monday.The natural disaster killed more than 640 people, and affected more than 10 percent of Sri Lanka’s population. Floods and landslides caused by the cyclone left extensive damage throughout the South Asian island nation. The total damage estimated by the World Bank is equivalent to about 4 percent of Sri Lanka’s GDP.Infrastructure, including roads, bridges, railways and water supply networks, accounted for the largest share of damage, at an estimated $1.735 billion, according to the World Bank’s Global Rapid Post-Disaster Damage Estimation (GRADE) report. Housing damage was valued at $985 million, accounting for 24 percent of the total damage.The estimate is limited to direct physical damage and “does not include losses related to income or production, nor the full costs of recovery and reconstruction”.Buildings such as “schools, health facilities, businesses, and large industrial facilities and factories located along major rivers and creeks, were also heavily impacted, accounting for $562 million in estimated damages,” the World Bank said.The Sri Lankan government has also secured a World Bank agreement to repurpose $120 million from an ongoing project for disaster recovery spending. The latest World Bank report comes after the International Monetary Fund (IMF) said Friday that its board had approved $206 million in emergency financing for Sri Lanka, to help in the country’s recovery.The cyclone struck as the country was emerging from its worst ever economic meltdown in 2022, when it ran out of foreign exchange reserves to pay for essential imports such as food, fuel and medicines.Following a $2.9 billion bailout from the IMF approved in early 2023, the country’s economy has stabilised.

Billionaire Ellison offers personal guarantee for son’s bid for Warner Bros

Oracle tech tycoon Larry Ellison is offering a $40.4 billion personal guarantee to back Paramount’s hostile bid for Warner Bros. La Métropole du Grand Paris (MGP) a annoncé lundi la prolongation d’un an du dispositif de dérogation pour les véhicules les plus polluants circulant dans la Zone à faibles émissions (ZFE), ainsi que la dispense de contrôle.Comme c’est le cas depuis janvier 2025, les automobilistes concernés par les interdictions pourront bénéficier jusqu’à fin 2026 d’un “pass 24 heures” pendant 24 jours pour circuler librement dans la ZFE, en plus des week-ends, soit 139 jours par an au total, précise la MGP dans un communiqué.La “période pédagogique” d’une année, durant laquelle aucune sanction n’est appliquée, est également prolongée jusqu’à décembre 2026 dans la ZFE du Grand Paris qui englobe 77 communes sur les 131 de la métropole. Les ZFE, initiées en 2019 pour limiter la pollution de l’air et ses effets sur la santé, restent en vigueur dans plusieurs agglomérations en France malgré le vote de leur suppression en mai par l’Assemblée nationale.Depuis début 2025, celle du Grand Paris exclut de son périmètre les automobilistes détenteurs d’un véhicule Crit’Air 3 (certificat de qualité de l’air), c’est-à-dire les véhicules diesel immatriculés avant 2011 et les voitures à essence d’avant 2006.Près de 38.000 pass ont été attribués en un an et 3.900 dérogations accordées, principalement pour des accès aux soins médicaux, le travail en horaires décalés ou des formations, a-t-on précisé de même source.Le Grand Paris poursuit en outre ses aides aux automobilistes afin de remplacer les véhicules anciens par des véhicules moins polluants, alors que le gouvernement a supprimé les aides à la reconversion et que le bonus écologique a baissé.Jusqu’à 10.000 euros d’aides peuvent être attribués pour l’achat d’un véhicule neuf, dont 6.000 de la MGP.Dans le cadre du projet de loi “simplification”, l’Assemblée a voté en mai 2025 la suppression des ZFE, à l’initiative des Républicains et du Rassemblement national, mais cette suppression n’a pas terminé son parcours législatif et les règles continuent donc de s’appliquer.”Les outils que nous renouvelons offrent des solutions concrètes (…) pour permettre un temps d’adaptation et d’appropriation de la mesure, afin de garantir une ZFE responsable et raisonnable.
