(Bloomberg) — China will cut number of positions at central government departments by 5% in the biggest government shakeup in decades.

Those jobs will be redistributed in strategically important areas, according to a government reform plan unveiled at the annual National People’s Congress meeting Tuesday. 

As part of the revamp, China plans to restructure its Ministry of Science and Technology. The official Xinhua News Agency said the changes would “better allocate resources to overcome challenges in key and core technologies, and move faster toward greater self-reliance in science and technology.”

The restructuring would also put the National Public Complaints and Proposals Administration — an official channel for the public to voice grievances — under direct management of the State Council, as the government vows to “better protect people’s interests.”

The last overhaul to China’s institutions in 2018 gave Chinese leader Xi Jinping more direct control over the levers of money and power.
